PHP. We frequently develop very customized HTML / CMS WordPress websites and train the client in content management, so they can DIY. This delivers a stable well-supported website and a client can manage easily. I also do awesome customization of online templates for clients with very tight budgets.
My business is focused on small/mid size clients. I recently completed a website for a specialized law practice and am starting a new website for a lawyer group that provides diverse services. Also starting a website which includes an extensive member database and MANY forms.
Most important is your contract with a designer or developer. The majority of my clients have experienced problems because they did not know how to contract for services. They come to me to design it, build it, fix it or to redo everything because I will not disappear on them, I DO answer my phone. My contract clearly states all terms and clients OWN the domain name, design and code of custom sites - - that is not true with many designers/developers.

My personal favorite is Facebook, but many of my clients hire me to integrate their marketing with social media. Depending on the client's product/service, geographic selling range, brand, and personal style, I tailor their social media marketing to best fit their business needs. I also tutor clients in managing and succeeding in social media.
I enjoy most business "starter packages." That would be developing their brand, identity, logo, website, basic social media, and whatever support marketing is appropriate - - usually it includes a couples ads or a brochure. I love helping them launch a new business or expanding their current market share.
As professionals, it is our responsibility to train our clients in contracting with us. Helping them understand what factors are critical, such as: site plan, how many design drafts are included, how many revisions are included, quote on page volume, who supplies content, what is the photo budget, etc. I don't see this as a problem - - just part of the job. The problem I most often encounter is that many people think they can provide content, but they are not writers or marketers. Content is king and it should be professionally developed.
No, I do not have a minimum budget. My rate varies on the project. Graphic design, website design/development and social media development is all the same rate, but I do give some "package" discounts when clients chose to do a menu of services. Full branding and marketing strategy support needs to be quoted.
I have a bachelor's degree from UCLA in Design. What they did not teach, I learned from mentors and on my own.
